• Whoa! A city on our doorstep! Is that really the best land they have available? Maybe we should negotiate a border.

I think that's their closest horse resource.

We might also want to add a city site to inital REX that brings in the sole remaining horse resource near us. (As top of the list)

Switch Plains of Ashur to anything requiring 20 shields so the worker doesn't complete, then pop the goody hut, and then switch it to settler if the goody hut doesn't give us one.
