We don't have the resources. Maybe 25, but we're low on workers to road to it, don't yet have the settler on the way to get it in borders, don't have the shield-producing barracks centers to build them once we get the resource back to Babylon... if we go to war in 10 or even 15 turns, it will be with Bowmen and we'll get a despotic GA. I don't like the idea of us getting involved in a war so soon. We need time to get population and barracks up, and mines constructed. So, I'm okay with the alliance in principle... but in practice, this is not a good time for us to go to war.
