Yes, rated 60, 40 and 43 for economy, personal and political respectively. And I bet that if you'd actually investigate how much of that Internet presence is actually used to communicate with people/organisations outside the US, they wouldn't score any better in the technology department...

In fact, if you leave out the technology factor, countries like Uganda, Botswana, Tunesia, Poland, the Philippines and even Greece score higher

The results seem rather stacked against big countries. Take the economic (green) section where foreign direct investment and trade are considered (I assume) as a percentage of total economic activity. When you have a $12 trillion economy foreign direct investment can be huge but it will still be a tiny fraction of the over all economy while the foreign trade requirement means small countries with manufacture for export (like Singapore) get a big leg up over larger economies which also manufacture for domestic demand. Also the personal contact (read: travel) section also favors small countries (like Singapore) because if they travel any where it is automatically foreign travel where as larger countries have many interesting tourist destinations which are never the less very different from where the traveler is from.

In the main their stanards seem to be tilted to give small countries a leg up over large countries.

I would not say its a leg up - small countries are more internationally minded because they have to be.

The US could have the largest amount of international investment and trade in the world, but if it only represents a tiny fraction of their total trade and investment does internationalism effect their mentality more or less than a country that depends for its existence on imports/exports and tourism.

This is kind of a "duh!" survey.

Smaller countries are more "international" (as if countries can somehow exist in and of themselves anyways) because they have to be, as Dauphin said, while bigger ones are less international because they don't.

Although I find the personal contact bti for the US odd. The US lets in approx. 1,000,000 new immigrants every year. Are these people just not phoning home? Or are they bringing over their entire family so they don't have to?

actually the average age of immigrants here in the US is 39, 4 years older then the population, so that is very much a possibility.

also, economic strength doesn't equal economic open-ness. you can't count as economicly globalised if you have a protected market.

This report is probably true, for what it's worth (not much, IMO).

Consider Poly. While it is a site run by a Greek and a Canadian, it will be counted in the American technology score, because the site is hosted in the US. We have a fairly international crowd here all accessing a US site.

Of course, that's why french jews come here. ( seriously, I've seen quite a bit of new french immigrants, in our university).

The real reason that many in Israel don't like France is not perceived or whatever antisemitism, but it's the continuing French policy in the middle east, since the rift of france and Israel, that looks completely and utterly idiotic and self-defeating from where we stand.
