so it is a tax on the poor, as they don't have much hope otherwise.. and so gamble even if they know it is not likely

that's why I support Vegas style gambling over lotteries. As I said above, there are decent numbers rich people who gamble.

And I'm not talking about just in casinos. Since IGT has the multi-denom games all the bars, grocery stores, drugs stores, and convenience stores now can have higher denominations. Like $5 denomination, which is $25 a hand for video poker. Or even higher if they allow you to bet more than 5.

If you really wanted to take the poor out of the equation, you can mandate that all gaming devices have a $25 minimum bet. That'll keep the poor out of there.

Markos, the theory is that since the state lottery players are mostly comparitively poor that legal gambling is a tax on the poor. This ignores the fact that the individuals involved don't have to gamble but do it by choice. As Jon said, it's a tax on hope.

If the rich are gaming away their money in Vegas it's not a tax, it's justice.

No, that's an unfair tax on manhood. If they tax cigars then I demand an equal tax on tampons!

Jon, its a sin tax because its bad for people so taxing it is a good thing because it helps people to quit. Also, it helps offset the huge cost to the health system of all the dying smokers who can't pay their bills.

yeah, but is that really beneficial? After the fun there's always a down, i think.

But, once again, people are going to do it, better take action and have the money earned go to beneficial purposes ( state gambling rather than private one)

Gambling is entertainment, just very expensive entertainment. It's effects on local communities is very dire, however. In the Midwest, the introduction of riverboat gambling began a decline in local economies, as money went into the casinos and didn't come back out.

Why not put a limit on the amount an individual can contribute to the lottery industry? A player would have to present some sort of legal identification when purchasing a ticket. The vendor would be hooked up to a network that keeps track of purchases. When a player exceeded his annual limit he'd be denied further lottery purchases for that year. In order to be effective there would have to be a national network.
