Since most of the cities are only -1 horse if we produce a settler group (or -2) and then the new city begins producing a horse, it should be able to finish 1 or 2 in 40 turns...and that means...out to 60 (assuming the group is finished on turn 20) we get to break even

Yes...although actually...I want to build the SoZ there instead...it can produce it in 20 turns, and then the thing pays for itself in AC's in 25 turns...so it is a much, much better investment than the 7 horsemen
