To this I might add that until I discovered this page's Civ IV section just days ago, I never noticed there was a 4th part of the series in the making. I had noticed some announcements hinting in that direction months ago, but never realised there was an official project going on. In fact I always took the forum section, which was opened about the time when Civ 3 was released, as another place to collect ideas, not as a place to debate actual projects.
So  to the civ community.
As far as the Apolyton Civ 4 page or Absynth are concerned: give me both!
