What is wrong with people? Support Apolyton, buy Galactic Civilizations: Deluxe Edition

Yesterday, I had gone for a walk and I saw two kids, probably no more than twelve years old. One of them was shirtless and had a towel hanging over his shoulders, obviously coming home from the beach. Anyways, they where walking down the sidewalk when all of a sudden someone yelled at the kid "put a shirt on!" (loud enough for me to hear it clearly a block away) as he drove past them in a pickup truck. The kid ignored him, I think, but was quite obviously disturbed by the incident, as anyone would be when yelled at so loudly by a complete stranger.


What would make someone do that?

Actually, the first thing that came to mind when this happened was the guy who yelled in my ear from his car, calling me an idiot, the first day I started biking since moving to this city. I wondered if it was the same person.
