Cause there are, IIUC, multiple planets, which I assume are in touch with each other. which means some will be stonger and some will be weaker. and some will be growing in power and some declining. And there will be no power above them to keep them in line - they will be sovereigns, in a "state of nature". Ergo they will fear each other. Ergo some power, expecting war, will decide to strike before it declines.
I suppose over in euroland youve got a different view about the inevitability of war. I suggest reading Waltz's "Man, the State, and War".
You could have a grand galactic federation I suppose, that eliminates war. Though i suspect youd have wars on the way to that.
Or I suppose Wright could make a game based on the assumption that everyone at this level of development sees the "futility" of war, and everyone always plays non-violently. I dont see that though. Remember Simcity? It had military bases you could build when your city got a certain size. Of course you couldnt use said bases to attack another city - you were part of the same Simnation, after all. But it was taken for granted that the Simnation you were part of had a substantial military, and a need for military bases of different types.
The Sims, IIUC, all live in the same country, the same city as a matter of fact. Order is maintained by the police - they do NOT live in a state of nature, as sovereigns do.
