To your excellency the Secretary General of the United Nations,
Mr. Secretary, The Glory of War presents the following recommendation regarding the destruction of world cultural heritage in the current conflict involving our empire, Neu Demogyptica and The Gathering Storm.
As you are aware Mr. Secretary, the advance of the Warmonger Army has resulted in the razing of multiple cities under the scorched-earth policy of the Stormian High Command. While this has certainly made the task of occupation a lesser burden on our forces, our final advance into the heart of Stormian territory threatens to do away with millenia of cultural heritage which is not only of immense value to the Stormian people but also to the entire world.
The Gathering Storm possesses such UN World Heritage Sites as Copernicus' Observatory, The Colossus and The Great Lighthouse. It is quite likely that the Stormian High Command may well decide to raze these cities entirely so as to prevent them from falling under GoW control. While military victory is the foremost consideration of the GoW Imperial Staff, the preservation of the rich cultural heritage of the world - regardless of which nation possesses it - is no less important.
Therefore, with the permission of the GoW Imperial Staff, we would like to present the following recommendations to be taken into account during the present conflict.
1) All nations agree that the cities of Tempest and Hurricane are considered World Heritage Cities.
2) The preservation of these cities will be of the utmost concern to the armed forces currently undertaking military operations in the Stormian continent.
Therefore, The Glory of War presents the following options to the Stormain High Command.
A) Declare the cities as "open cities". GoW troops will abstain from further damage to the cities and after capture will not quarter troops in them, nor use them for any purposes which could benefit our military operations.
B) Gift those cities to a neutral third party (Vox Controli) which will have temporary control of the cities for the duration of the conflict. After the war is over, a subsequent UN resolution will decide final control of these cities.
C) Declare the cities as "neutral". GoW troops will refrain from both damage and capture and will remain under Stormian control for the duration of the conflict. The fate of the cities will be resolved in the final peace treaty.
D) Any other option under consideration by the Stormian High Command which results in the preservation of these cities for posterity.
Mr. Secretary, The Glory of War hopes that the unprecedented brutality of this conflict will not result in the permanent destruction of our planet's historical wealth. We strongly urge the Stormian High Command to accept these recommendations.
