Oh, don't be a "artist builder". If other factions get in your way then use the scenario editor to create a game where you're on your own.
Otherwise, get your hands dirty.
Anti-planet buster preparations: Leave a city empty with no garrison. It can't be targetted by enemy.
Surround your coast with supply crawlers/unused formers to make a barrier the PB can't get through.
Strike first with a planet buster. you should be infiltrating the CPU to see what they're up to. If they bring a PB in range of you you should be able to destroy it.
All it takes is a little preparation.

#WORLDSIZE
...
Extra huge, 256, 320
in alphax.txt and play with 70-90 % sea. The chance that any opponent will get a base in shooting range of your most valuable cities is really low.

To stop planet busters change this line in the alpha(x).txt file:
Planet Buster, Planet Buster, 99, 0,32, -1, Orbital,
To:
Planet Buster, Planet Buster, 99, 0,32, -1, Disable,
To make it so that sea colony pods can't be made do this:
Change this line:
Colony Module, Colony Pod, 0, 8,10, -1, None,
To:
Colony Module, Colony Pod, 0, 8,10, -1, Disable,
Although with this method it will not allow you to make any colony pods other than the default type, to make different types you will have to add them to the '#UNITS' sections.

Thanks for all the replies, I think I can scrap something usefull together.
Senathro, Solver: Nah, I donīt like to play in such a gamey way. Frankly I wanted to do these changes to make it possible for me to play more realistically.
Dissident: Oh, had forgotten about the orbital defences, they could have helped. I donīt have the expansion so canīt use the other building and canīt choose not to have Miriam in the game. Editing him not to dislike democracy sounds like a good idea though. It doesnīt really help to just try to please the other factions, at some point they will wage war with each other and declare was on me if I donīt join either side of the war.
Reznod: I didnīt know that was possible, sounds excellent. I donīt myself use colony pods with other than the first chassis anyway, if that remains allowed then Iīll definedly use that one. Thanks!

Replacing factions, while fun, is not necessary. It's entertaining to learn to exploit them. Miriam can be a solid ally if you defend her bases from, say, Yang's predations. A possible complication is if she's allied to a thorn in your side, say Deirdre (who seems to love lobbing missiles), but you can fix that by capturing Miriam's former bases from Yang, gifting them to Deirdre, then sitting back to relax and enjoy what transpires. 
Or just learn to be strong and persuade the faction in question to surrender.
