It's not a good idea if you're running a platform that has many known vulnerabilities that are never going to get patched.

It forces anyone with any shred of brainpower to upgrade to a supported version. It's actually not even possible for most companies to have any such software.

It wasn't a skit in that it was pre-recorded, it was a live developer conference where Ballmer was making fun of himself.

People considered him to be too self-centered and enthusiastic when talking, so he took it to a hyperbole.

You can't honestly think that's what the man's really like, right?

Gates and Ballmer are notorious for self-deprecating skits and the like for internal events. Boosts morale or whatever.
