Monarchy - The Internal Side Support Apolyton, buy Galactic Civilizations

Monarchy is generally a better version of despotism, except for two key things

-No pop rush, we have to rush with gold instead
-Towns only give 2 free units maintenance; you have to get them to City size to receive the 4 free units you were getting under despotism

And, of course, there's anarchy. But it'll only last one turn thanks to our Religious trait.

The pros:

-No -1 penalty on tiles producing more than 2 of a resource! This means our food bonus tiles will all give +1 food, we can get 3 food from a normal grassland by irrigating it, and mined hills can actually be worthwhile with 3 shields (especially when combined with that irrigated grassland thing )
-Less corruption!
-Can use up to 3 units as Military Police in a city (Despotism only allows up to 2)
-Faster assimilation of foreign citizens
-Should we ever get any cities to Metropolis size in this game, they'll give 8 free units apiece; despotism only gives 4 per town/city/metro regardless of size

The cap-lifting and lowered corruption of Monarchy almost make it a no brainer. But the one thing I think we should consider before rushing off to revolution is unit maintenance.

Under Despotism and with our current array of towns, we have 32 free units. We currently have 22 units and are building more. If 32 is halved to its monarchical level of 16, we're already looking at -6 gpt. That will lower by 2 with the use of the new settler we're building in PoA, but it will rise much faster with all the units, both workers and military, we're building. I'd say we're easily looking at surpassing -10 gpt to support our combined worker force and military.



However, as I mull it over, I think this is an acceptable fee.

GoT will reach 5 fpt, that magic 2-turn growth number; the PoA cattle will give more food, allowing PoA to achieve 3-turn growth, potentially 2-turn if we use the grassland 1-1 of it for irrigation. (2-turn worker pump. Mmmm. ) I'll pay a fair amount of gold to get our pumps supercharged like that. Pop is power. With enough fast pumps, we won't need that shield pit called the Pyramids that BOH is building.

Also, corruption will be reduced. Not only should this give us a few extra commerce, paying for a few of the excess units, but it'll give us extra shields here and there as well.

I say it is worth it as well. And as you have stated, we simply kick the pop growth into another gear.

Monarchy ASAP. Focus on Pop growth. Cities and population are power.

Switch to Monarchy right away. Grow cities to size 7+ fast.

It's technically 2 turns of production of anarchy. If we switch at the pop up that comes from reseraching it, it's the current turn's shield production, next turn's income, next turn's shield production that is lost. All workers during this work at anarchy rate.

Switching govt in the middle of our turn is the following two turns income and shield production. In this case workers given an action that turn before the switch works normally. It's just the workers whose work was ongoing that work at anarchy rate. (And if someone forgets to give a order to a free worker before switching. )

Interesting. I'd say we should say no to the pop-up and switch in the middle of the turn, then. That way we get the worker from Potamia, and the extra growth shields in GoT.

Edit: Heh, I forgot we don't have it yet. How about we wait for PoA's settler to complete and then switch?

Sounds good. Specifically make the mid term switch right AFTER giving all orders to workers and BEFORE checking all cities for disorder.

We should focus on getting some cities to size 7 to deal with the unit upkeep.

Since we settled along some rivers, we should be able to get this advantage :-)

Once we have PoA pumping out workers, the population won't be so much of a problem. However, happiness will be. I imagine we're looking at a 10% luxury slider to get cities to City size.

That's not so bad, though. Monarchy may not have a lot of commerce, but so long as we make sure the new citizens have roaded tiles, they'll pay for their own entertainment even if they don't add to the commerce pot at all.

Monarchy report: We currently have 27 units, with only 16 of those free, so we're paying 11 gpt a turn for our units.

The new city will give us two more free units, but that will quickly be gobbled up (and surpassed) by new units from GoT, Babylon, and IT. So in 3 turns (1425 BC) we'll be up one non-free unit to 12 gpt unit maintenance, and rising.
