I was messing around with it in the scenario editor, trying to see if if the -50% is additive (i.e. a Network Node would cancel it out), or applied after everything else like I thought. Instead, the -50% IS NOT BEING APPLIED AT ALL. I tried it in both the original and the expansion, and can't get the penalty to kick no matter what. Hopefully this is a problem with just my game, I have the Planetary Pack (SMACX version 2.0, SMAC version 3.0)

never mind, it's definently working, just very weird how it's displayed in the game
