Is there any chance that Civ4 will have the option of liberating a city? That is, let's say you're in a military alliance with another civ against a third civ. One of your ally's cities has been captured by your mutual enemy. You then capture the city. What if instead of just giving the options of destroying the city or installing your own governor, the game gave the option of returning the city to its previous owner? Likewise, the AI civs could return your cities to you upon liberating them from a mutual enemy. This would be the sort of thing that would happen in particularly strong alliances (and help keep very high goodwill between the two civs).
The real world example that comes to mind is US/English troops entering Paris at the end of both World Wars. The assumption when the troops entered the city was never that US occupation would replace German occupation. Rather, the US troops liberated the city, returning it to the French.
Just a thought...

Yes, but the AI civs are loathe to give back cities that had been yours up until a few turns earlier, even if you want to trade a comparable city that had been theirs...

This would be a very useful improvement to the overall gameplay of the Civilization series in general. I do not imagine it to be terribly difficult to program, and it adds an element of rewards for effectively utilizing alliances.
