You know even if you make a bunch of generic alien factions and place them all on map, they'll soon fight each other.
Only possible diplomatic stance between them apart from Vendetta is Truce (if they see that they're weaker than others and there's other, bigger threats).
Also you can try to fiddle with scenario in this matter by presetting their diplomacy to some stance and clicking "set this state as permanent" tick button.
(Menu->Scenario->Edit Faction Diplomacy->choose faction->do what you want->click OK)
