MAFIA
- La Cosa Nostra
The mafia is a basic part of American life, deniance or not. Every generation has had its underworld kings. Unforgettable personalities that commit unspeakable crimes. We call them names like Al "Scarface" Capone, "Lucky" Luciano or "the Dapper Don".
The mafia is a business. It turns over more money than America's ten largest industrial corporations. It saw its break through during the prohibition era and came out as the leading crime fraction in New York City. Most importantly, it won control over the Brooklyn docks during this time. After the prohibition, the NYC mafia was organized into five families - the Bonanno family, the Colombo Family, the Gambino family, the Genovese family, and the Lucchese family. The mafia expanded into different forms of crime, to prostitution, gambling and racketeering.
Mafia power peaked in the United States in the mid 20th century, until a series of FBI investigations in the 1970s and 1980s somewhat curtailed the Mafia's influence. Despite the decline, the Mafia and its reputation have become entrenched in American popular culture, portrayed in movies, TV shows, and even product commercials.
This is the story of the Italian mafia's rise and fall in New York City. |
CIVILIZATIONS:
1. Bonanno Family
2. Colombo Family
3. Gambino Family
4. Genovese Family
5. Lucchese Family
6. New York City (AI)
7. NYPD (AI)
(8. Criminals – barbarian civ, consisting of various unorganized crime fractions)

INFO:
MOBSPEAK:
Don't think that it is my English there's something wrong with when reading the pop up windows. I've done my best to translate all the text files to mobspeak, to add some flavour to the scen.
BE CAREFUL:
Be extremely careful with attacking police officers of any kind, as they will immediately call on the FBI for assistance. Also, killing civilians is not a very good idea. By killing other ethnic gangsters, you will only encourage them to rise up against you, so bear this in mind before playing. But then again, it's your job to keep unorganized bullies away from your neighborhoods to protect your interests and the people living there.
TERRAIN INFO:
Irrigation, Farmland and Mining have been renamed Bars, Restaurants and Hotels. It has most of the same effects as in vanilla civ, but do take a look at the terrain section in civilopedia for a more detailed description. All terrains have their own distinct feature.
Don't bother building roads, as the effect of roads have been disabled.
Also, the terrain transformation time has been drastically reduced, in order to encourage the players to go into the construction business, which has a history of mafia relation in NYC.
Here's what they transform to:
Non Habitated ---> Low Dense Res.
Low Dense Res. ---> Residential
Residential ---> Upper Class Res.
Upper Class Res ---> Commercial
Docks ---> Industrial
Commercial ---> Industrial
Industrial ---> Estates
Park ---> Estates
Estates ---> Commercial
So, don't hesitate to transform terrain. It will only take you 5 turns. Irrigation etc 4.
ADDITIONAL INFO:
Cars are in reality naval units and the roads are ocean with pollution as an overlaying terrain. Global warming has been removed from the scenario, and no roads lead into the Hudson river or any other NY water surrondings.
To keep up with the AI tech race you should prioritize trade.

Overall this is a very good scenario. The first turn to forever since I got to see barbarian (Hoodlum gangsters) moves and attacks. The police went nuts going after the ethnic gangsters and lost a lot of officers during the first turn but managed to occupy several ethnic neighborhoods. The ethnic counterattack was fierce. One police station was actually overrun. The police really aren't a threat after loosing so many men on the first turn. I really hope the recoup their losses because now taking over a police station isn’t that hard.
The other crime families actually lost some territory because they left only a car guarding their bases. Why does the AI do this? Anyways this scenario is good but the main problem lies with the AI police and ethnic gangsters being way too aggressive and not defensive enough.
Edit: Oh and the Constable unit (Cop with a baton) is able to do drive by shootings. Doesn't seem right to me.

There must be some way from preventing criminals from taking over police stations. I mean mobsters taking over a police station would've been insane and stupid for any time period.
Maybe you could add some police unit (Police garrison?) that has 0 move, 99 defense, and not buildabe for every station?

I’ve play tested the scenario some more and noticed some severe AI stupidity.
After playing two games the AI for the 5 families tend to lose their main neighborhoods because they leave only cars or other weak units as guards and send out all of their good units in attack runs. A solution to this would be to give more bodyguards and other defensive units for the 5 families, thus allowing them to retain their neighborhoods.
Around turn two and three almost all families declare war on the police leading to bloody confrontations between the five families and various cops. As fun as this may be, the penalties associated with killing an officer and the fact they outnumber everybody really weakens the 5 families by the 40’s. Every turn there treasury is at $0 and they are unable to build units fast enough to counter the police. If the human player avoids war the police he/she can easily take advantage of most families with little trouble. A solution to this would be to make several scenarios. Depending on who the player wants the play each scenario will be tinkered so that the AI families are unable to declare war on the police.
The police have some very odd habits concerning the FBI units. I spied one of their precincts and noticed 80 FBI agents stacked up and fortified. Same with the headquarters in Manhattan, a whole lot of armored FBI cars stacked up.

I know how you feel.
I spent many hours on my Homeworld scenario even going so far as to replace background window images for pop ups and advisor screens. As much as I've worked with the scenario I can't get the AI fight competently and follow the story line.

Sorry to keep bugging you Eivind but I just love this scenario and keep finding ways in which it might (or might not) be improved.
As you know, after several turns the police tend to war with the 5 families and take control of a lot if neighborhoods which makes it no fun since attacking the police is a big no, no.
But I have a radical solution for this.
What if you made the police into air units? One police unit could be a ground unit with high defense and 0 movement in order to protect the police stations while the rest of the police could be air units and the police cars could be aircraft carriers. This way you ensure that the police cannot take any neighborhoods and destroy the 5 families (since air units cannot occupy cities), but they are still given the ability to fight criminal units. That way you keep the police from expanding but they keep their role at the status quo.
Just a thought.

Hey nice to see you didn't give up. Sorry I haven't checked it out but earlier but I've been busy with work. I gotta help pay for university living expenses you know and sometimes that means overtime. Anyways now that it's the weekend I have a chance to look over your changes. I'm going to play 2 games before I get back to you sometime tomorrow.
I noticed there haven't been any downloads for modification yet. Come on guys give it a try! Eivind IV worked hard on this scenario.
