Only a Very Limited amount and ONLY a certain times. Like When a city Grows or loses Pop, when the city borders expand and when you click the city center in the city page. What this will do, is move the WF around (if border expands OR city center is clicked) or set the WF of a growing pop to that tile that is more advantagious, with a certain amoint of food surpluss.
Try, on some of your games (or this one) with setting Governer to different things (trade, food & production and combos of them) and click the city center. Sometimes it won't make much of an effect, depending on your current food surplus.
The nice thing about setting for production, is that you can help predict as to what tile is going to be used when a city grows. Because foodbox is figured before shield output, you will get an extra pop that will (hopefully) add to your Production build.
Why would you want that? Say you have a size 4 city with 16 food in the foodbox (4 more to grow), your current WF configuration gives you 6 Shields per turn and 2 Food per turn. But, lets say that just moving 1 WF (or even 2, but 1 is best for this example), that gives you 4 Food per turn but only 3 shields per turn. Well, with the Governor set to Production, it will add that new worker (9 times out of 10) back onto the tile that you originally had and you STILL get that 6 shields for that turn AND your city grew 1 turn faster.
Sometimes, it doesn't work quite right, because of lower food surplusses or lower pop levels, but that can sometimes be fixed with having the govenor also emphsizing trade. But those are rare cases.
Granted, after a border expands (which happens AFTER growth and production are figured, thankfully), you might have to change a WF back to what you had it at, but as long as you know when it's going to happen, your going to be o.k.

-Potamia river bonus to the irrigated grass (might as well scoop up extra food, we can afford one turn of 3 spt)

Someone now has Constrution. Current cost to us would be 450 beakers (or gold)
2 civs still have Currency. Current cost to us would be 320 beakers.
No one currently has Republic. Current cost to us would be 720 beakers
LB is still building Colossus in Transylvania.
BoH will have built their first AC this turn (from SoZ), next expected in 1300 BC (all very likely Vets).
GNP (from least to most, in Millions): 43, 53, 54, 54, 57, (us SOT & EOT 62). We are better than everyone else, even with no Libs.
Mfg. Goods (in Megatons): 27, 28, 30, 33, (us SOT 35, EOT 34), 37. One civ just beats us with TOTAL SPT (after corruption), but we can still find out their range (i.e. we can change WF to get above them).
Productivity (no 'value assiged'): 81, 85, 91, 92, 97, (us SOT 110, EOT 112). We are better than everyone in this. so we have a fair surplus of food, so lets use it.
Why is there 2 BoH Swordsmen 9-9-9-8 (one is Elite) of Lake Inanna? Seems to me that that isn't quite the way to DR territory from theirs. Could they be headed to LB??
We have Barbs near LI (don't know were) and Hook (likely 1-1-2-2 of Hook).
