From everything I've read, modding will be easier but still not very good. That really sucks cause Morrowind had so many hardcoded things that couldn't change. Oblivion sounds to have similar problems.

I already posted this on the off-topic forum, but the other games forum is more appropriate 
I bought the october issue of Xbox magazine, basically for hands-on preview of Oblivion and the demos.
Character-generation is pretty much like it was in Morrowind. You can customize your player's face using a slider system similar to Tiger Woods' Gameface utility.
About combat:

About the wilderness:

About the cities:

A quirky quest:
