I have been thinking about how much more difficult this must make profitable attacks. I guess you can empty a base with needles but it just takes so very many more of them

I presume that rule applies with regard to attacking AI bases. I presume it does. That is, human factions can not attack AI bases with choppers. Or was it meant to refer to attacking Human factions only. Just curious.

As has been said, it refers to humans attacking any base, whether AI or human controlled.
