We have several priorities for settling at the moment.
1) Dye city at 7-7-7-7 from Ta-Tu connecting a third luxury.
2) Consolidation city at 3-3-6 from Filiolus Ala.
3) Outpost city for future invasion of Babylon and also for the establishment of incense monopoly at 3-3-2-2 from The Furnace.
4) Outpost city near the DR land as base of operations for our Army Group East and city to upgrade our units in. The proposed locations for this city are 3-3-6-3 from Nirvana or 3-3-2 from Nirvana. The first location offers better terrain for defence and supply of another luxury.
Among these undeniable priorities, the Horde should choose the top priority which will be settled by our settler from Filiolus Ala asap. I think that the option listed under 4) is the foremost priority because I don't think our Army Group East has the strength to capture any DR city save perhaps Invictus.
