Hm, ok, I didn't express myself correctly. It seems like the SDK will be released only after the game is released (and we don't know how long it will take for Firaxis to release the SDK) as opposed to being released with the game (in the same package or available to download in the day the game is released).

We still don't know exactly what the SDK is, because there's really a lot of things it can mean, but the Python and XML files are definitely with the game (duh), and with those alone there is a lot of possibilities open .

Software Developer Kit.

Practically, for different games, it can mean anything from the almost full source code, excluding of course engine and such (Half-Life, Doom 3) to an application or a set of applications for editing the game (Morrowind with the construction set, UT games with UnrealEd).

At E3, Soren said that the Civ4 SDK is the "game and AI code", which likely means that it contains some/many C++ files that have the core game logic and the AI, consequently allowing some/complete changing of the game.
