Principles
The maximum allowed time for a pick is 24 hours. If one exceeds this limit, he will be BAPAY'ed. BAPAY stands for Best Available Player At Yahoo, and the BAPAY pick will be assigned by the League Commissioner.
When one does not have the opportunity to make a selection himself, he may send a list of preferred players to the League Commissioner or any other player in the league.
To speed up the picking procedure, one may PM the next person to alert him that he's on the clock.
There is a three-strikes rule: When somebody has exceeded the 24-hour limit three times, his draft clocktime will be halved.

I refuse to. I'm not PM'ing everyone who's up. It's every player's own responsibility to be there on draft day.
I am considering cutting someone's clock time by 50% for every three times he passes the time limit.
