It is well known that there will be six leader traits in Civ4: Philosophical, Spiritual, Creative, Organized, Expansive, Aggressive.
To my knowledge there has as yet been no attempt to discern what the traits for each leader will be. So here it is. All are hypothetical unless "confirmed."

Aztecs: Moctezuma (A. and E.)
Babylon: Hammurabi? (C. and A.)
China: Qin (C. and E.), Mao (O. and E.)
Egypt: Hatshepsut (S. and C.)
England: Elizabeth (P. and O.) , Victoria (S. and E.)
France: Louis XIV (C. and O.), Napoleon (A. and E.) (both confirmed)
Germany: Bismarck (O. and A.)
Greece: Alexander (C. and E.)
India: Gandhi (O. and C.) confirmed, Ashoka (S. and A.)
Japan: Tokugawa (A. and S.)
Mali: Mansa Musa? (E. and S.)
Mongolia: Genghis Khan (E. and A.), Kublai Khan (C. and A.) (both confirmed)
Persia: Cyrus (S. and A.)
Rome: Caesar (E. and O.)
Russia: Ivan IV? (C. and A.)
Spain: Isabella? (S. and A.)
