you got 1 tile improvement for each resource. So thats where that # comes from.

I'd assume some resources would share an improvement (like iron & coal), but if most have unique improvements, then it would explain the big number.

Iron, coal, gold, copper many resources are mineable. I really doubt 1 per resource. Maybe some improvements that are only used for resources, but not 1 per resource.

The number of resources far exceeds 19. Given that we surely have roads, farms, mines and railroads, it's down to a few resource specific improvements, if there are such.

Got spare money?

Some resources will share improvements for extracting, while others will have their own unique improvement.

IIRC they've mentioned vinyards or a winery of some sort.

If you take a page out of SMAC we might be able to raise/lower the terrain. Perhaps there will be tiles that boost culture or religion? Like a missionary outpost or something.

There's no elevation in cIV. And I don't see how a religion improvement would work... but a cultural improvement, maybe.

Windmills have been mentioned in one of the previews and I have seen a screenie of one somewhere....

...but most of all, I hope they implemented the tile improvement of "suburb".

If they did, my mark upon civ would have taken place.

As long as there are updates to improvements, that could account for a few. 3 types of mines and irrigation would be need at least.

Windmills require hills, Fisheries are obviously built on Coastal Squares (though whether a fish resource is needed, I am not sure), same with an offshore platform. Vinyards requires the grape resource, and I have seen Pens for animal resources such as pigs, Cattle, Sheep and horses. Plus I am sure we will have the standard mines, farms, outposts, airbases and forts-so thats 10 just for starters.
Anyone think of any others?

Exactly, I think that Hill restriction is uneccessary, and perhaps they have removed it since it was first touted-or perhaps its still in for Gameplay reasons. Also, historically, it has always been easier to harness windpower when your 'turbines' are in an elevated spot, so it does make a certain kind of sense when I think about it.

Windmills sure do work better when on an elevated spot. I'm living in a flat area, and some of the old (historic) mills were build on mounds.

I am hoping for Dams along rivers, they should be a late game high cost improvment that gives you Hammers (electricy production), gold (selling the electricity) and food (irrigating with the water). Also they could prevent "Floods" (hypothtical disaster occuring along rivers that wipes out any improvments along that river).

Windmills were built on platforms for two reasons.

1 - So the vanes will stay clear of the ground

2 - the platform allows the mill to turn to face the wind, taking advantage of changing wind direction.

Hills definitely should not be a requirement for windmills. Here in the Fargo area we are in one of the windiest regions in the country (even windier than Chicago), we have several wind power generators and this area is tabletop flat.
