perhaps now should be a good time to point out that "The Civ4 List" covered this, and proposed something like 50 new terrain improvements

but there is a good possibility that the majority of the 19 improvements come out of the list.

you got 1 tile improvement for each resource. So thats where that # comes from.
I'd assume some resources would share an improvement (like iron & coal), but if most have unique improvements, then it would explain the big number.

If you take a page out of SMAC we might be able to raise/lower the terrain. Perhaps there will be tiles that boost culture or religion? Like a missionary outpost or something.

Windmills have been mentioned in one of the previews and I have seen a screenie of one somewhere....
...but most of all, I hope they implemented the tile improvement of "suburb".
If they did, my mark upon civ would have taken place.

Windmills require hills, Fisheries are obviously built on Coastal Squares (though whether a fish resource is needed, I am not sure), same with an offshore platform. Vinyards requires the grape resource, and I have seen Pens for animal resources such as pigs, Cattle, Sheep and horses. Plus I am sure we will have the standard mines, farms, outposts, airbases and forts-so thats 10 just for starters.
Anyone think of any others?

Exactly, I think that Hill restriction is uneccessary, and perhaps they have removed it since it was first touted-or perhaps its still in for Gameplay reasons. Also, historically, it has always been easier to harness windpower when your 'turbines' are in an elevated spot, so it does make a certain kind of sense when I think about it.
