Well, each Civ using its own language means that you won't have to localize the voice-acting in international versions. Quite a bit of money saved this way, for an end result that will probably raise the quality of the voice acting for all customers

I hope you are joking around, otherwise your quote could appear on Jay Leno's show. a wheel-lock has nothing to do with an automobile. It's a type of early firearm...Pre-flintlock. Contemporary with matchlock guns.

And yeah, "bearing arms" is, well, ...you know...in this context, aiming a gun.
