when you insert the cd to play

a little ways down you will see

conquests
contents...scroll throught the list until you see balancer

some pepole at cdgroup made a mod and said they made changes to balance out the game

I bought it when it first came out. I just had a look and I don't see any contents. An extra disc came with the game so it might be there. I'm too lazt to go look for it at the moment.

I think it's on the Civ3 Complete CD but I could be wrong. Not on C3C expansion-only as far as I can tell.

However you can head over to cdgroup or even to our file database here, I'm pretty sure it's available here. CDgroup is in the middle of a bit of a transition (to some other site name) so i'm not sure if you'll find the DL there, but info at least.

when I played the game (unti 1020AD)

When I went to build one, I never could

I have no idea if this is unlooked by a advance/tech

There is one other way to get a settler...patiently waiting to see who discovers this first
