maybe things were diiferent with SP game?

Seeing how there is no cat or bag..

In SP, you had to capture another civs worker, then one would be able to build a settler

so much for a different game...

SO we are all still "game" for this game

there is a way this could all be achieved through editor, we have done it in another game last year

each civ gets a starter pack which includes a number of settlers

then settler production is turned off

thus you can build a city state, or that number of cities as per number of settlers.
