yes fuel is carried in the outer compartments (below the waterline). Another reason is it makes good ballast. Better ballast than people at least (though I heard when the Enterprise got stuck in San Fransisco harbour they made everyone get on one side of the boat to try to dislodge it ). Water can also be pumped into the fuel tanks (preferribly empty ones so you don't have to separate it later) to maintain ballast. And yes, even carriers carry fuel. The enterprise carried around 3 million gallons of jet fuel I believe.

And ammunition and such are carried in the bowels of the ship in the center. On the Enterprise it was located even with the engineering spaces but forward of them.

get this, San Fransisco doesn't want the Iowa because of the Iraq war. crazy liberals.

Stanton is happy to get the ship. For a small industrial town like that, that's a huge tourist attraction.
