HongKong and Taïwan are Chinese provinces; their currencies are expected to link with the yuan later, therefore there is no room for them in a basket of FOREIGN currencies.

I expect in the mid-term, maybe in less than 10 years, the HKD will drop its peg with the USD, and peg with the RMB instead.

Well until recently it WAS, after all if they're both pegged to the dollar they are for all intents and purposes pegged to each other.
