Should we Pop the Hut sooner, later or wait for a long while??

We have found a Hut, 8-8-9-9-9-9 from Apolyton and it's also 8-8-9-9-9 from Million Dollar Worker. It will be 2 turns, before we can possibly pop that hut.

We know that CBR and CDZ both have settlers running around. We know that CBR got CB from a hut. We Won't have a settler, in our build Queue, for 5 more turns (from the next turn, turn 19), so we DO have some time before we pop and not have to deal with changing builds to accomidate changing to get a better chance for a settler.
The thing is, CBR's warrior is close by. We have our available units, keeping a watch on them. We have a narrow window, currently, with keeping IW from slipping another turn.
So, if we pop that hut and it's full of Barbs, we will very likely, because of moving our Garrison out to take care of them, have IW slip back one more turn.
And then, we still don't know what CBR is going to do.
So, the question is:
Do we pop the hut now, or wait a bit before we do??

Try to pop the hut at the time where we have a chance at grabbing a settler (e.g. When CDZ and CBR found their cities).

I thought that you always had a chance at grabbing a settler (except if you have one or have one in production), just the odds of getting one go up as others get cities.
