Wondering aloud, are we having settlers allowed ?

i had a beef with some players a while ago in this scenario because they disbanded cities everytime i got my stack into firing position, which is a pain when youve worked real hard to get troops into position and theres nothing to be gained either way.

I feel we should either have a rule of no disbanding or allow settlers

Also Paddy is a wizard with the editor and has a knack of making very agressive and insanely armed AI's perhaps we should let him concoct one of his miracles and make this a bigger fireworks party than the fifth of november

Another mad idea but how about starting the game with every civ already fully teched up ? that way the madness can just begin imediately all civs start with all techs in the scenario ?
