Roman numerals do not skip magnitudes (that's the best way I can put it) - you don't use only thousands and ones if it's possible to also use fives, tens, fifties, and such. That is why 1999 is not MIM, but MCMXCIX (one thousand one-hundred-short-of-one-thousand ten-short-of-hundred one-short-of-ten). The rule of thumb, I guess, is to use as many letters as possible, whenever possible. There's a reason we use the numbers we do today...

The effect is that only I's, X's and C's are subtracted, and only from, at most, the next two larger numerals. This convention greatly eases the reader's burden, by substituting recognition for calculation. For example, anyone who has been reading copyright dates on many books immediately recognizes a date beginning “MCM...” as something from the 1900's. If “MIM” were permitted, the reader would have to actually do the subtraction.

Actually, that's pretty handy. That means you can transcribe Arabic numbers to Roman numbers digit by digit:
1999 => [1][9][9][9] => [M][CM][XC][IX] => MCMXCIX

Oh, and you don't really need any online converters. Your browser can do it too, since they have to use it for creating ordered lists marked with roman numerals.

Create a file called, say, 99.html with the following contents:

<ol type="I" start="99"> <li>99 in Roman numerals</li> </ol>


... and open it in your favourite browser.

Yep.

When saving your file with an extension other than .txt in NotePad, add double quotes around the file name (e.g "99.html"), or change the file type drop-down to All Files, otherwise NotePad automatically adds the .txt extension.
