The joke is only funny if you think that "TEH GUVMNT IS A LIBRUL CONSTRIPACY". Reagan certainly felt that way, and this joke reflected his beliefs. Among other things that reflected his beliefs is the crushing of many government mechanisms that were beneficial for all of society. Of course, there was one mechanism of the government he loved - the military. He was a conservative posterboy: Rich, Old, Smug, Pro-military, Anti-government, and hated the poor while loving the "common man".

For all that, I, and certainly americans, have the right to say to him: "**** you very much".

Which is why he is one of the most popular presidents in history. Anyone, regardless of their political affiliation, can recognize the long-standing jokes made against the government's bureacracy, etc.

Government's view of the economy could be summed up in a few short phrases: If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidize it

I have nothing against jokes that are for fixing, and I am all against jokes that are for ruining. His jokes were a front of his belief in the destruction of the government mechanism - it's privatization, it's closure. Jokes of people such as Twain were jokes that pointed out flaws in order to correct them.

It's like the difference between good spirited and mean-spirited humor - it's all in the intention.
