it depends, if you are refering to couple generally versus specifically

general couple (as in may I have a couple cookies) is 1-3
specific couple is two
a few is 3 - some number less then 10 (generally, depends somewhat on what the norm is (is less then the norm))

several is roughly equivilent to the norm (or 6-12)

lots is more then the norm (or more then 12)
