I noticed they weren't working awhile ago too, but they are now.
Back on topic, I heavily favor wiping out CBR, and after the debating, an NAP is the best way to go. Saying no at this point will make them think that we're going to invade them, and as such they will prepare for it.
Of course, who's to say that they're not going to use the NAP for the same purpose as we?
