Based on the history of the administration so far, we can assume that the investigation will conclude that:

1) New Orleans had WMD
2) Okay, it didn't, but the British told us it did.
3) There was no systemic problem, just the actions of some "rogue water."
4) If an actual count of the dead ends up being higher than the rough estimate, such a count is unconstitutional.
5) Everyone responsible for this debacle will continue to be held responsible up until the very moment they are actually identified.
6) We're going to Mars!
