For Finland it's pretty hard to beat Tony Halme.

Before he became a politician, Tony was a vocational school drop-out who had worked as, among other things, WWF wrestler by the moniker of Ludvig Borga. He also had a small role in Die Hard: With A Vengeance and a larger role in Ponterosa, a Finnish movie that, based on what I've heard, is one of the worst movies ever made, at least in Finland.
He ran for the Parliament in 2003 from the lists of the True Finns, a small agrarian-nationalist party. His views are pretty far-right and, let's face it, racist - this is best evidenced by his book Tuomiopäivä where he, among other things, calls black people baboons, homosexuals fudgepackers, suggests that Finland sends all of it's immigrants to Åland, implies that most of current politicians are commie traitors, and sending all of Finland's drug criminals to Russian prisons. He, of course, was elected with lot of votes.
He celebrated his election by getting plastered, calling President Halonen a lesbian and announcing that he was splitting off from his party (with three members in the Parliament) and forming his own group. After renouncing those claims, he began talking about running for president.
However, in July 2003, he was arrested for shooting around in his apartment with an unlicensed firearm after having a fight with his wife. Oh, and he was doped up on amphetamine and alcohol while doing it. (He later claimed that the amphetamine had been slipped to his drink by a janitor.) There was a trial where he was sentenced to a whopping 80 days of condititional imprisonment and some fines.
After the trial (or before it, I can't exactly remember) Tony announced that he had gotten religion and stopped drinking, but a few months ago, he got a divorce from his wife and announced that he was going to start drinking again. After that, he dated a 19-year-old girl or something, at least according to the rumor rags.
Oh, and he's got a tattoo in his butt that reads 'Exit Only'.
So I can't see how it can get much worse than that.

Hard to say who's the worst politician, but the worst leader would probably be Ludwig Erhard, who was made chancellor more out of gratitude and a bit of compassion rather than any leadership abilities.

He invented our social model (social market economy, call it our version of 3rd Way if you must, it is way older though), and after the old man Adenauer stepped down took over command of the government. He was a failure at most parts, the only quality he ever had seemed to be his "invention" of the welfare state, which was mostly a combinatin of social democratic and Keynes' ideas. He was done after 3 unsuccessful years, followed by a grand coalition.
He might not even have been allso bad, but his government definitely pales in between that of Adenauer, which laid the fudnament of west German politics and Kiesinger's grand coalition, which was a milestone in domestic reforms.

One statement: He said there would be no Social Security crisis if it weren't for abortion because all those aborted babies would be working and paying taxes.
IIRC he's helping the crisis and has his own boatload of kids...

There's a long list:
one of interesting examples is G. Janowski, a parliamentarist. At one point he's gone mad, wanted to kiss hands of men, and begane jumping shouting "1... 2... 3..." etc.
Later on, he explained that it were secret services that put drugs in his coffee. Another nice thing he's done is that he, for some reason, blocked the speaking tribune of the parliament, and the marshall of the parliament didn't know what to do, and waited for the night. But instead of going away, Janowski slept there. So the marshall ordered marshall guard to take him out while he slept. But he's woken up and started jumping on the tribune, trying to escape

One of the most colourful people in the parliament is undoubtfully miss Beger. She's a butcher's dotter or something like this, anyway, she's been a member of special parliamentary comission, which works were transmitted by tv, so she's got quite reknown, mostly thanks to her rural manners and lack of intelligence.
After she's said that she likes sex like horse likes oat and several other phrases like that shes got (hard to translate) "little *****es in her eyes", she was proposed a session for Playboy, though she's not very attractive. She actually wanted to do it, it seems, but the leader of her party (who is an interesting person himself) has forbidden that.
Later on, it was revealed she forged the lists of support for her elections.
Another interesting woman, of the same party, miss Hojarska, not only is a criminal herself, but also her son's in prison (and she's forged pass for him), and her husband has been killed probably due to some obscure interests.
Her party recommended her to the parliamentary Comission of Justice.
But it's a party that plans amnestion for criminals, so I guess they know what they're doing.
I'll close this list with a private detective named Rutkowski who is a star of tv series. Mainly, he liberates Polish women from the hands of their oppressive Muslim (he probably doesn't know this word, for he calls them all "Arabs") husbands.
Many more are waiting to be proudly shown to the world.
Including a parliamentarist who, discuised as a priest, escaped to Slovakia and later on was captured (with use of air forces) captured during his escape on ship to Sweden and so on.

Swedish feminist/leftist/communist-in-denial Gudrun Schyman.
She joined the Communist Party as a teen in the 70's and was a member until last year. But when asked about her view on Communism she recently said that she was never a communist, but joined "because she fell in love, and wanted to spend more time with her boyfriend who was a party member", thus indicating that women can't think for themselves. So much for feminism.
After the fall of the Berlin Wall, she became the leader of the party, now renamed "The leftists" and was very successful in giving the party a clear feminist profile, gaining 13% of the parliament by cannibalizing on the coalition partners The Social Democrats. She became more and more of a media-wh0re, competing in commercial TV shows and going to illegal rave parties. But after she made a total fool of herself at a movie premiere, p1ssing on the lounge floor because she was too drunk to find the toilet, it became apparant that she was a grave alcoholic and needed help. So she went to a clinic and came back sober, still a popular party leader with more than 10% of the parliament.
But then she made a a fool of herself again. First it was revealed that she had employed an illegal maid in her house, thus escaping tax. So much for leftist ideology. Her career survived that too. But she had to step down as the party leader when the Tax Collecting Agency found out that she tried to cheat by applying for private tax refunds on expenses that was already payed by the party. And it was no small money, more than her average voter earns in a year. So much for leftist ideology and solidarity. But she remained in the party and in the parliament, until last year, when she resigned and became an independent MP.
In the last 2-3 years, she has made some very controversial statements, like "All men are Talibans, same oppression wherever you go" and proposing the infamous "male tax" on all men, criminals or not, to compensate for wife beaters.
Now she is the party leader of the highly controversial feminist party, "Feministic Initiative (FI)". FI is also Swedish military abbrev for "The enemy", and their pun is probably intended. One of the most dominating leaders apart from Gudrun is a "Gender scientist" who thinks gay is the only normal way of life, and hetero lifestyles should be fought against. Several board member have already left the party after 3 months, saying it is un-democratic. And at their first party convention that started this afternoon, one of the issues is to remove marriage as a legal contract, and suggest partnerships of 2 OR MORE people of any gender to be as valid. "Marriage is not about love anyway, it's about property". They refuse to discuss the muslim form of 1 man having 4 wifes though.
If you make a slight allliteration of her name, you get "Gudrun Skyrman", which could mean both "Gudrun hates men" or "Gudrun is someone to avoid"
