I don't get how we're selling off our resources to the Chinese anyway. Chinese companies are looking at buying Canadian companies. PetroCanada et al don't own the oil now, so why would China own the oil after the fact?

In the case of oilsands, or zinc mines, I'm not sure what the impact is. They are supposed to pay a royalty. That presumes that the petroleum is sold, doesn't it? I would imagine that there are provisions buried in the regulations that might cover state owned companies being involved in the resource sector. |
The Government of Alberta owns the mineral rights to over 90% of the province, including almost all of the oil sands. Oil companies lease these rights from the GoA and must renew the leases or permits on a regular basis. If a Chinese owned company decided to screw with the regular markets, I can't imagine it would be that hard to say "sorry, no more leases for you". In the meantime, the GoA would still collect it's royalties.
