There's a lot of debate over the graphics over at CivFanatics.com, thought I would shed some relief on what the XML modding capabilities can/might do.
So here is the screenshot:

that's not a bad look, and can certainly be improved upon by fan artists to look even better. I wonder about the lack of roads appearing in that shot though, is road rash gone?

I think you need to see the original screenshot to fully understand.
You see, I took a screenshot from the stockpile and simply edited it.
I just took the buildings off, filled in the terrain and then put the buildings back but made them 100 x smaller. By doing this, I have made the buildings seem closer to scale with the surrounding terrain, so your brain doesn't have to cry trying to understand what it is looking at; which is why I think a lot of people say it's not pleasing to the eye, it's cluttered, it's messy, it's confusing. (Mind you, I'm sure you can get used to the default look of Civ4 if you play it for a while, since the brain is good at adapting ).
