I see nothing stupid about this quote at all. They were retarded to stay, and good may did that had the oportunity to get out but didn't.

There are a number of stupid things about the quote. First, regardless of whether people left or not, they were the victims of an incredible natural disaster, and Santorum is talking about harsher penalties. Secondly, yes, some probably stayed that had the opportunity to get out, but many more didn't have an opportunity at all. The evactuation plan FEMA had in place did not account for people without the financial wherewithall be leave. And for the record, that quote has embarrassed Santorum, and he's been apologizing for it and obfuscating it ever since.
