I hope the UN will allow you to choose which Civics force upon the other nations (if that is indeed an option) rather than having only certain ones. Because if the entire world adopted State Property except for a few nations, it wouldn't be realistic for there not to be a "everyone accept State Property" vote (again, if a vote like this exists at all), Especially if, say, the UN was built in Soviet Moscow.
