After conducting a through review of classified Spartan Federation documents captured when University drop troops over ran Sparta Command, it turns out that the Spartan Federation gave the Daughters of Gaia their entire treasury. Though some documents were destroyed, the final figure was estimated to be 270 energy credits gifted to the Gaians. Also there is news that the Gaians supplied the Spartans with technical assistance throughout the duration of the war, even after the Spartan federation had massacred tens of thousands of University citizens. In addition, a small number of Spartan units managed to escape to Gaian territory and are now part of the Gaian Defense Force. After an eight hour meeting with the University Board of Visitors, Provost korn469 announced a plan to bring the Spartan-UoP war to a final close.
Under the terms of the Conditions, the Gaians will have to disband three Spartan Federation units in 2138. The first is a skimship probe team, the second is a (2)-2-4 laser foil, and the last is a (4)-1-4 impact foil. Secondly the Gaians will have to immediately pay the University 125 energy credits in 2138, and then pay 10 energy credits a year for ten years. As long as the Gaians meet those conditions, Provost korn469 swears upon his honor under pain of forfeiting ACT007 that the University will remain at peace with the Gaians and will help Planet thrive under this new ear of peace. However, he reluctantly stated that if the Gaians reject this proposal, then he would be forced to immediately declare vendetta on them for violating article 12, section fourteen of the U.N. Charter. Provost korn469 said he would invoke article 9, section three if he must declare vendetta.

He went on to say the University Aerospace Force, battle hardened after the Spartan-UoP war, would achieve whatever goals the University of Planet set for them.

Lady Tau Ceti made a speech today about the accusations and demands set forth by Provost korn469 recently.
The contents of the Spartan treasury were indeed deposited into the Gaian Central Bank shortly before the fall of Sparta Command. However, this was a purely technical measure that was necessary after the University Air Force bombed the Spartan Central Bank (a civilian target), causing their computer network to collapse. In order to keep the Spartan civilian economy functioning and avert a humanitarian disaster due to lack of food and medicine, the Gaian Bank Office at Sparta Command let the energy be transferred and allowed the use of their computer systems. Of course, now that the war is over, it is only reasonable that part of this energy be paid to the University as reparations, but we ask the Provost not to punish the innocent by taking their life savings. Anyway, it seems far more practical to pay a lump sum.
The Gaian research program has always abided by the mission charter, stating:

Even during the war, Spartan scientists continued research in peaceful areas, making breakthroughs that would surely be of benefit to mankind, but risked being lost if the University 'accidentally' bombed the research labs. Gaian scientists took it upon them to decipher files sent by desperate Spartan scientists, and ensure that the information be made available to all. All knowledge resulting from these exchanges was offered to the University, who turned it down and refused to share its own data. In the heat of battle, this was understandable, but even after the end of the war, no data has reached Gaian scientists. Clearly the one who is in violation of the U.N. Mission Charter is Provost korn469.
In the last days of the war, a few fresh Spartan recruits fled to Gaian cities instead of facing death at the hands of the University. Lady Tau Ceti would like to point out that they were not guilty of any war crimes and have been granted Gaian citizenship. They have been placed under Gaian commanders and will not be allowed to operate independently. Thus they present no threat to the University, and the demands for disbandment are highly unreasonable. However, these forces are only auxiliary to the Gaian defence, and in the interests of friendship and the safety of the Gaian people, the Gaians suggest that they be demobilized when they reach a friendly port.
The Gaians hold that they have not in any way broken the U.N. Charter. Article 12, section fourteen as quoted by the Provost is clearly not the original version - this mission was not designed with the intention of splitting the population into factions. This modified version has never been voted over.
The Gaians fulfilled their obligations by imposing economic sanctions against the Spartans. After war crimes were committed, no trade took place between Gaians and Spartans, nor was any economic aid given to the Spartans. At no point in the conflict did Gaian forces cooperate with Spartans. Some surrendered themselves to the Gaians, but were not allowed back into the line of duty until the war was over.
Therefore, no punitive actions against the Gaians are defensible, and this looks suspiciously like a ploy by the Provost to get a 'moral' excuse to go on a war of extermination against a peaceful people. If that is his intent, he shall know that the Gaians will resist bitterly.
But in the spirit of friendship and cooperation, the Gaians are willing to do what we have outlined above; the one-time payment of 175 energy credits from Spartan accounts as reparations, and the demobilization of previously Spartan forces once they reach port.

Is everyone still here in this game? It was moving very well, now it has seemed to stall, from what I understand it is Korn's turn next... can everyone verify this? Korn, if you passed on the turn or haven't received it can you let us know?
