Different internet applications use different ports on your TCP/IP stack. For instant, the FTP protocal uses port 21, to communicate with a ftp server. If you are behind a firewall which blocks ports as a security measure then you have to manually tell it what ports to let through. Otherwise you can't host any Civ games.

I recently installed a firewall and I asked Symantec support how to set it up for online gaming. My guess is that your firewall software will have similar options. Here is their response.
If you wish to try to configure Norton Personal Firewall to allow for online gaming sessions, you might want to check the Access History of the software.
There you can get the IP and port information that was denied and then use this to create a new service to check against in the NPF software. To allow the creations of new services, follow these steps:
1. Launch Norton Personal Firewall.
2. In the Edit menu, open the Preferences.
3. In the Advanced Options, click the box for "Enable control over more services."
4. Save your Preferences.
Now to create the new service after determining the port number, click the New button in the lower left corner of the NPF window. In the dialog that appears, add in the port number and give it a description. Now you can customize this service to allow communication to the IP in question.

I asked this question a year or so ago to Microprose SUpport, here's the answer I got back... (I just found the email)..
The tcp port Civ2 Gold uses is 4993 (both inbound and outbound so that the server can be on either side of the firewall).
