Just so you all know, when I started this turn my diplomacy screen was open and the PKs were offering a lvl 1 tech. I thought this is kind of early for a first contact, but I offered a tech in response and closed the screen.
When I looked at my map I saw no "foreign" units so I realized that fejta was probably unaware of the rule, no negotiations before real contact or receiving a comm frequency.
Fejta, if this is the case, please do not accept my offer as it would be unfair to other players.

Ugh. Well shoot. I'm in a tournament map for the other game and others started talking to me so I was confused. Sorry about that :\. I replayed my turn ending the negotiation. So if John-SJ would use the second time I sent him the turn it'll fix that.
