Civ2: TOT modem, multiplayer Support Apolyton buy from Amazon

I was wondering if it is possible to play Civ2 TOT over a direct dial modem. My friend has no ISP, so is there any way to connecy directly to each other?? Can I run a server and let him dial in and connect to it??
