In the fantasy games, what are those things that come up on the screen and say things like: Theres a dragon somewhere, kill him and get treasure. blah blah blah. How do you find the dragon and do the other things that come up? also, how do you get to allie with the dwarwes, frost giants, and dragons? do you kill them or bribe them?

I don't know about dwarves and frost giants but to ally with the dragons you must:
1. Kill a dragon, he will leave behind a horde of gold and "Dragon Lore" tech.
2. Research "Dragon Study", "Dragon Language" and "Ally w/ Dragons" (requires "Transmogrification").
All the techs you need to research are on the tech chart that comes with the game.

To ally with the dwarves, you must do the following: on the larger of the two continents, there are barbarian drawrves roaming the most northernly section. Bribe one, and you will receive the Ally with Dwarves tech, as well as a bunch of dwarves in the underworld.

OK, thanks. now all i need to know is how to find the dragon and how to ally with the frost giants.

You must ACTIVELY kill a barbarian dragon -- you must attack it, not have your defenders kill it when it attacks.
Look at the events.txt file to see the important things you must do to get frost giants, here, etc; or read the prima strategy guide for ToT.
The research path to building dragons is a long one, but you get a terrific advantage if you get there first. It's also painful being attacked by another tribe's dragons if you have none of your own.

To get ally with the Frost Giants, you must reaserch "Weirding Call". Eventualy Frost Giants show up on the build menu after a message

Actually, an important question of Caomseven's was never answered in this thread -- how do you find the dragon?
The dragon will be flying around on map 0 and map 3, probably (not always) staying near where it was created. You can look at the events file to see the creation points, if you do not regard that as cheating.
It helps to have a number of cities, and to have sorcerors in your cities, to look for the dragons. If you don't see them, chances are that one of your AI opponents is going to be enriched by 1500 gold (but possibly trashed in the process).
AFter a dragon is announced, watch for situations where strong units in AI cities are destroyed; a dragon may by doing the killing.
If you are really eager to find these dragons early(a mixed blessing, as they are very hard to kill when they first show up), try playing on a small map.
