The readme.txt:

This scenario was designed to run with the Civ2 'Conflicts in Civilization' Scenario CD installed on your system. You may run the scenario without, but you will miss out on the special features designed into the game; such as:
-Recieving money for destroying certain enemy ships
-Receiving renforcements at random parts of the game
-Different pop-up messages during the game, etc...
If you decide to play without the 'CiC' CD installed, you must back up ALL of your files, and then copy all of the RevWar files into your Civ2 directory.
If you do have 'CiC' installed, all you need to do is have all of the RevWar Scenario files in one directory. When you start Civilization; open up the Scenario file from that directory.

What "directory" do you think the readme talks about - I've tried every one and it doesn't work 
If you've got any more tips, it would be very helpful. Personally, I really like the classic civ and don't care much for upgrades, but since I bought alpha centauri, it's my duty to help macsoft and go for the gold...
