City growth certainly is different from Civ II. How large have you gotten a city?
So far, in my first CTP game, I have a city that's at 103, and it's only in the 1960's... (Chieftain level... I know, I know, but it was my first game).

heh, I tryed chieftan first too and had the same result. I think on the lower difficulty levels people eat less food (or something...), on anything hgiher then king I found myself with citys maxing out at around 30-40 (with the exception of two sea citys, have you noticed just how much food you get from a automated fishery, it's insane!)
I figure if you really worked at it, you could get it up to some insane number by reducing rations to the lowest level and sticking it out in the ocean/space and building those killer food tile imps.
