Can't make or use MP Senarios Support Apolyton, buy Galactic Civilizations: Deluxe Edition

I have tried to create a custom senario and can't even figure out how to open the thing. The senario window is always empty. For Multiplayer, I can't even figure out how to edit a map. All I'm looking to do is create custom maps for multiplayer. What am I doing wrong? Thank you.
