ICS strategy? Support Apolyton or Terrorists Win

Is ICSing a valid strategy for consistently winning at single player Dieity level? I've never used that approach usually my cities are the standard 3 down 1 over or 2 down 2 over separation and I can only consistently win at Emperor.

Like I said, I'm no ICS expert, but the answer is yes. You'll probably find you can get all the answers you need if you post in the CTP forum rather than CTP2.
